The Wise Advice

A dictator was wondering how to kill 1 000 000 people who were against his regime. One of his counselors advised him to kill the 1 000 000 guys and 3 cows. The dictator was puzzled but before proceeding decided to test his counselor's advise.
They went together to a distant village and told the first peasant who crossed their way:
- Hey, do you know, we have just killed 1 000 000 people and 3 cows.
The guy pondered over what he just heard for a second and asked:
- Why the hell did you kill the three cows?
The counselor smiled and said to his boss:
- You see? Nobody will question the 1 000 000 guys!
